Portugal: a land of opportunities for those who come from abroad.

Portugal: Uma Terra de Oportunidades para Quem Vem de Fora

There's a reason why Portugal appears, year after year, at the top of lists of the best destinations to live, invest, and work remotely. The country brings together a rare combination of factors that are difficult to find together in one place. From climate to safety, from gastronomy to connectivity, Portugal is now much more than a holiday destination—it's a lifestyle choice.

What makes Portugal so appealing?

Climate and quality of life

With over 300 days of sunshine a year in the Algarve and mild temperatures year-round in the main cities, Portugal offers a Mediterranean way of life that is increasingly rare in Western Europe. The excellent gastronomy, breathtaking landscapes, beaches, and rich culture make everyday life genuinely enjoyable—not just for tourists, but for those who live here as well.

Security

Portugal consistently ranks among the safest countries in the world, occupying top positions in the Global Peace Index. For families and retirees, this factor is often decisive in choosing a country.

Cost of living still competitive.

Despite rising prices in recent years, particularly in Lisbon and Porto, Portugal continues to offer a significantly lower cost of living than other European capitals such as London, Paris, or Amsterdam. Cities like Braga, Coimbra, or Évora, as well as the interior regions of Alentejo and Trás-os-Montes, maintain very affordable prices.

Infrastructure and connectivity

Lisbon Airport connects Portugal to the world with dozens of direct flights to every continent. The country has invested in digital and transport infrastructure, establishing itself as a growing hub for technology and innovation — with Lisbon's startup ecosystem gaining increasing international recognition.

Language as a bridge

Portuguese is the fifth most spoken language in the world, with active communities in Brazil, Angola, Mozambique, and other Portuguese-speaking countries. For many foreigners, the language barrier is practically nonexistent—and for Brazilians, it doesn't even exist.

Programs that attract foreigners

Golden Visa (ARI — Residence Permit for Investment)

Although direct real estate investment options were discontinued in October 2023, the Golden Visa program remains active through investments in venture capital funds, scientific research, job creation, and the preservation of cultural heritage.

The advantages remain very attractive: minimum residency requirements in Portugal, access to the entire Schengen area, the possibility of permanent residency after five years, and an open path to Portuguese—and European—citizenship after that period.

By 2025, US citizens will become the leading nationality investing in Portugal through the Golden Visa program, according to data from the Get Golden Visa platform.

NHR 2.0 Regime (Non-Habitual Resident)

The original NHR scheme closed for new applicants in 2024, but it has been replaced by an “NHR 2.0” aimed at highly skilled, innovative and entrepreneurial professionals. The scheme retains significant tax benefits, including reduced rates on income from Portuguese sources and potential exemption on capital gains from non-Portuguese assets, for a period of up to ten years.

Visa D7 — Passive Income

For retirees or individuals with stable passive income — pensions, dividends, property income — the D7 Visa allows residency in Portugal with an annual income starting at €8,460. It is a popular option for retirees from the United States, Britain, and Northern Europe.

Digital Nomad Visa

For those who work remotely for foreign companies, Portugal offers a specific visa, which requires a minimum monthly income of €3,280. Lisbon, Porto, and even the Algarve have become preferred destinations for a new generation of professionals who bring with them capital, dynamism, and a cosmopolitan vision.

Portugal as a real estate investment destination

Even without the Golden Visa for real estate, the housing market in Portugal remains one of the most attractive in Europe for foreign investors. The combination of consistent property appreciation, strong tourist demand, and good rental returns keeps interest high.

Regions such as the Algarve, the Silver Coast, and the islands — Madeira and the Azores — continue to register robust demand from international buyers. Lisbon and Porto are establishing themselves as resilient markets, with a growing focus on sustainability and urban rehabilitation.

The Standard & Poor's credit rating agency has raised Portugal's rating to "A+" at the end of 2025, reflecting the soundness of public finances and sustained economic growth. A green light for investors seeking long-term stability and confidence.

A country to live in, not just to invest in.

What distinguishes Portugal from other investment destinations is that the country is not only profitable — it is genuinely a good place to live. Portuguese hospitality, cultural richness, the quality of the healthcare system, and the feeling of daily safety mean that many foreigners who come to invest end up staying to live there.

As the sector aptly summarizes: the combination of quality of life, stability, innovation, and strategic location keeps Portugal on the radar of investors worldwide. The doors are open—and more and more people are entering.
